Soroti CAO Challenges Health Workers to Strengthen Service Delivery

Soroti, August 31, 2026 — The Chief Administrative Officer (CAO) of Soroti District Local Government, Mr. Ssempala Emmanuel, has challenged health workers to strengthen service delivery and ensure that communities receive timely and quality health services.

The CAO made the call on Monday while chairing a health sector performance review meeting at the district headquarters. The meeting brought together the District Health Officer (DHO), health facility in-charges, departmental officers and other health officials to review the performance of the health sector and identify areas requiring improvement.

The meeting provided an opportunity for the district leadership and health managers to assess progress in the delivery of health services, discuss challenges affecting health facilities and consider measures to improve performance.

Addressing the health workers, CAO Ssempala emphasised the need for health facilities to remain focused on the people they serve. He urged health workers to demonstrate commitment, professionalism and accountability in the execution of their responsibilities.

He further challenged health facility managers to take responsibility for the performance of their respective facilities and to ensure that identified challenges are addressed promptly.

The CAO's meeting with the health department comes as the district continues to strengthen monitoring of public service delivery and improve the responsiveness of government services at the community level.

The DHO, health facility in-charges and departmental officers also participated in discussions on the performance of their respective areas, providing an opportunity to highlight operational challenges and possible interventions.

Health service delivery remains a key responsibility of local governments, with health facilities serving as the primary point of access to essential services for many communities.

The district leadership is expected to continue conducting performance reviews with departments as part of efforts to improve accountability, efficiency and service delivery.

The meeting concluded with a renewed call for health workers to put the needs of patients and communities at the centre of their work and translate available government resources into tangible improvements in health service delivery.
