Sustainable socio-economic transformation begins by empowering individuals, strengthening households, and mobilizing communities. In alignment with Uganda’s Vision 2040, we drive community mobilization, social protection, and mindset change across all major national frameworks including but not limited to PDM, Emyooga, UWEP, SAGE, SEGOP, and the Special Grant for PWDs.
To scale these interventions and build a resilient, inclusive Soroti, we actively prioritize transparent, accountable, and impactful collaborations with international development partners, NGOs, and civil society in accordance with government directives. We invite you to leverage our extensive community networks and co-invest with us to ensure no citizen is left behind.

1. Mandate, Vision & Mission
• Mandate: Empower communities, promote social protection, and facilitate socio-economic transformation through community mobilization and inclusive growth.
• Vision: A self-reliant, inclusive community actively participating in and benefiting from sustainable development.
• Mission: Promote gender equality, social justice, and community-led development through coordinated social services.
2. Core Functions & National Program Integration
• Community Mobilization & Mindset Change: Leading civic education to drive active citizen participation in local government initiatives.
• National Framework Integration: Coordinating socio-economic empowerment programs like PDM, Emyooga, and UWEP, alongside social safety nets including SAGE, SEGOP, and the Special Grant for PWDs.
• Social Protection & Vulnerability Management: Coordinating care systems for OVCs, Older Persons, and Persons with Disabilities (PWDs).
• Youth & Women Empowerment: Supporting the District Youth and Women’s Councils and managing associated specialized livelihood funds.
• Gender Mainstreaming & Rights Enforcement: Ensuring gender-responsive budgeting and handling gender-based violence (GBV) case management and referrals.
• Functional Adult Literacy (FAL): Managing adult literacy and numeracy programs linked directly to livelihood improvement.
• NGO & CSO Coordination: Registering, monitoring, and aligning partner interventions to maximize community impact.
