WORKS AND TECHNICAL SERVICES
BACKGROUND
The Works Department is one the departments in Soroti District Local Government, comprised of Roads, Water, Buildings, and Mechanical Sectors. It is charged with the mandate of providing safe clean water for domestic consumption, water for production to farmers and ensure a sustainable road network to support the development of Rural Infrastructure, Market Information, Social Service Delivery and Standards of living in Soroti district.
During the period under review, the department majored on two sectors i.e., Roads and Water.
THE DISTRICT WORKS GOALS
a) To improve access to quality social services through provision of sustainable road network
b) To provide safe and clean water for domestic and farm production including good hygienic practices for increased household incomes.
c) To promote Good Governance and accountability.
WORKS DEPARTMENT OBJECTIVES
Soroti District utilizes the natural, human and financial resources to positively change the social and economic lives of the population and hence contribute towards poverty eradication. This is achieved through pursuing the various sector strategies and activities by mobilizing community participation, refocusing district resources to pro-poor interventions and enlisting the participation of all partners in development and implementation of the District Development Plan. This plan will largely pursue the following overall objectives that are derived from the sectorial ones.

WORKS AND TECHNICAL SERVICES PRIORITY AREAS
The Department Priorities in the medium term are:
I. District Urban and Community Access Roads
- This is the most prioritized sector in the department and commands a moderately higher budgetary allocation than the water sector. Attention is still needed to be paid to the improvement in performance of technical staff.
- This has to do with factors such as recruitment and retention of qualified Engineers and provision of a conducive working environment. In this area the major emphasis was to improve and sustain an efficient district road and communication network. Rural roads are crucial for better access to social services e.g., markets, schools and health facilities. They also boost production and marketing.
