NEW SOROTI RDC PROMISES OPEN POLICY APPROACH

Haji Imran Muluga, the new Resident District Commissioner (RDC) for Soroti District, has pledged to adopt an open-door and inclusive policy approach as he takes on his new role.

Muluga officially assumed office on Tuesday, July 15, 2025, replacing Mr. Eseru Paul, who has been transferred to Amuria District where Muluga previously served in the same capacity. The handover ceremony was held at the Soroti RDC's office, drawing attendance from district leaders, technical staff, and other stakeholders.

In his inaugural remarks, Muluga emphasized his commitment to transparency, collaboration, and effective service delivery. "As the President’s representative in the district, I have a mandate to ensure that government projects, policies, and programmes are well implemented.

 I am here to work together with both technical and political leaders to drive development in Soroti," he said.

Muluga brings with him over 15 years of experience as an RDC, having served in various districts across the country. He noted that his approach would prioritize community engagement and regular consultation with stakeholders to ensure government services reach the intended beneficiaries.

"I am here to make a meaningful contribution in service to this country. My leadership will be open and accessible to all residents of Soroti District," Muluga added.

On his part, the outgoing RDC, Mr. Eseru Paul, expressed gratitude for the opportunity to have served Soroti and welcomed his new appointment in Amuria District. “It has been a great honour to serve the people of Soroti. I look forward to continuing this journey of public service in Amuria,” he said.

Eseru also applauded the Office of the President for its efforts in strengthening the RDC institution across the country.

 "The RDC office plays a vital role in ensuring accountability and coordination of government programmes. Strengthening this institution is key to improving service delivery," he remarked.

The transition in Soroti is part of the routine transfers made by the Office of the President to enhance administrative efficiency and promote good governance.

With both Muluga and Eseru experienced in leadership and coordination roles, expectations are high for continued government presence and improved service delivery in both Soroti and Amuria districts.
